At the end of February 2022 publication of the Unified State Register's open data stopped. It later resumed — but not in the same form. Knowing exactly what was removed matters: otherwise a withheld field is easily mistaken for an absent fact.

What was removed

For the great majority of companies, the open ЄДР dataset no longer publishes:

  • the registered address — not the street, not even the oblast;
  • the КВЕД activity codes;
  • contact details — telephone, email;
  • the home addresses of founders and beneficial owners.

The last of those protects private individuals and its logic is obvious. The first three concern the companies themselves: during hostilities, a list of every enterprise in the country with its address and its industry is operational information.

What stayed

Considerably more than many people assume. The open dataset still publishes:

  • the name, the ЄДРПОУ code and the legal form;
  • company status and the dates of registration and termination;
  • the share capital;
  • the director, the signatories and the limits on their authority;
  • the founders and participants, with the size of each contribution;
  • the ultimate beneficial owners, with percentage held and type of influence;
  • succession, branches, and the governing bodies.

In other words, the answer to the most important question in any check — who stands behind this — never left the open data.

Why an address is sometimes visible anyway

The same fact can sit in two registers with different publication rules. The registered address and the КВЕД code, withheld from ЄДР, are present in the State Statistics Service's dataset of company financial statements — because the filing form carries those fields, and publication of that dataset never stopped.

We show the activity and the territory at oblast level from there, and we do not show the street and building number until the data holder answers unambiguously. Routing around one register's restriction using another is not something to do by default.

What it means in practice

An empty address field on a profile does not mean the company has no address, that it is a shell, or that something is being hidden. It means exactly one thing: the register did not publish it.

That is the main reason absent fields on this site are shown as absent rather than as zeros. A zero is a claim. An empty field is the absence of one.
